A representative of the European Union, however, says that, if no two countries agree to “doubt” this request, then the summit would not affect the negotiations.

According to the European Commission, the talks are part of a plan to take into account current and future challenges within the bloc.

“All of these issues are discussed with the government of Rwanda, and when that decision is reached, no decision is made on which countries might be represented during the talks. As such, the discussions continue to be open to other nations and international organizations on the ground,” said EU foreign policy spokesman Guenther Oettinger.

This comes after the summit in Doha held on July 27-28.

Meanwhile, the summit between the two countries did not include the use of the EU language, but instead highlighted the necessity to develop common language policies, EU Foreign Secretary Philip Hammond said on Saturday.

“We need an open and transparent dialogue on these matters, because this is an important issue of mutual interest and this requires that all sides work together through common principles on how to deal with the problems,” the new Italian foreign minister, Federica Mogherini, told lawmakers in her first public remarks since the summit’s results were announced.
